Giuseppe Astore conclude: “Negli ultimi anni mi sono spesso occupato di sanità. Questo è il terzo documento programmatico, dopo quello del 1996 e del 2006-2008. Devo riconoscere che il piano di rientro è una iattura, si sottrae parte della democrazia al Consiglio regionale, eliminando competenze costituzionali, tant’è vero che sentenze della Corte costituzionale hanno messo in dubbio talune funzioni degli enti commissariali. Quanto al Piano 2012-2014, emerge un dato nell’introduzione dal quale non si può prescindere, e cioè che oramai siamo la regione più vecchia d’Italia. Gli ultra sessantacinquenni superano il 12% della popolazione. E allora le disposizioni programmatiche devono tener conto di questo aspetto. Altro primato del Molise è per il diabete ed anche per l’obesità dei giovani fino ai 14 anni. Dati che ci devono far riflettere sulle politiche di prevenzione da dover mettere in campo. Già nel ‘96 mi ero espresso contro la logica ospedale-centrica con la quale le nostre comunità sono da sempre state organizzate. Ritengo che bisogna trasferire sul territorio le risorse. In tutta Europa sono diminuiti i posti letto negli ultimi anni, perché il concetto di sanità è totalmente cambiato: i fondi sono sempre più esigui e il sistema di rete diviene indispensabile. Nel piano programmatico si propone una rivoluzione del sistema, mettendo in comunicazione tutte le strutture, anche private, con un centro unico di prenotazione. Approvo questa forma di integrazione tra Pubblico e Privato, purché l’obiettivo finale non venga mai perso di vista e cioè la qualità dell’offerta sanitaria a beneficio dei cittadini. Neppure escludo che si possano fare accordi di confine con le altre regioni, per esempio la risposta sanitaria in Alto Molise va data anche tenendo in considerazione i comuni abruzzesi di confine. Manca nel Piano, la gestione e la formazione del personale. Non sono d’accordo con la costruzione di un nuovo ospedale a Monteroduni, perché ritengo si possa fare lo stesso in altre aree della regione che necessitano di una più integrata rete ospedaliera, intervenendo per esempio in Basso Molise. Infine, – (\*) – apprezzo le riduzioni del numero dei primariati”
