Si vuole destinare soltanto poco piu' del 2% della politica di coesione alla cooperazione territoriale transnazionale e poche briciole alla prossimita' mediterranea. Degli oltre 1.100 progetti presentati sul principale programma mediterraneo della politica di prossimita', con oltre 7.000 partner, in gran parte della riva sud, soltanto 40 potranno essere finanziati con i troppo esigui fondi fin qui destinati. Allora l'Europa deve scegliere se andare incontro a quelle societa' civili diventate motori del cambiamento e del processo di democratizzazione o se riproporre la scorciatoia dei rapporti bilaterali tra i governi, dei soliti grandi affari con le solite grandi imprese riprendendo un metodo sostanzialmente neocolonialista. Esiste la vera alternativa della rete dei partenariati diffusi, che ammontano gia' a migliaia e che possono essere la base s u cui far sorgere una nuova politica euromediterranea. Domani sara' presentata la proposta della Commissione per la nuova politica di prossimita' 2014/20. Occorre sostenere con almeno il 10% della Politica di coesione la cooperazione territoriale transnazionale e destinarne almeno la meta' al Mediterraneo e dotare con almeno il 10% dei fondi destinati alla prossimita' i programmi multilaterali di bacino per il Mediterraneo. Cosi', si favoriscono i partenariati da utilizzare come base di una macroregione mediterranea, capace di darsi una propria strategia integrata''
