Frank Aaen siger: - Financial Transaction Tax (Tobinskat) En tobinskat, opkaldt efter økonomen James Tobin, kan bruges til at regulere handel med værdipapirer. Hvert salg eller køb af et værdipapir kan eksempelvis koste en procentdel af købs- eller salgssummen i størrelsesordenen 0,5-0,01 procent af handlens værdi, afhængig af værdipapirets karakter. Skatten, der også kaldes Robin Hood-skatten, anses blandt tilhængere for at være et middel til at lade finanssektoren bidrage til krisegenopretningen. Desuden spås det, at den kan lægge en dæmper på spekulativ handel , der forstærker farlige udsving i markederne. Omvendt hævder kritikere, at skatten i virkeligheden vil ramme småsparere og folk med pensionsformuer . Sideløbende hævdes det, at skatten lægger en dæmper på væksten og i sidste ende kan få økonomien til at skrumpe med tabte arbejdspladser til følge. Der er desuden en frygt for, at finansielle arbejdspladser flytter ud af EU, hvis ikke hele verden bliver enige om at indføre en tobinskat samtidig. »Regeringens linje om Tobinskatten er klar«. Sådan lyder det igen og igen fra ministre og ordførere fra S, R og SF, når de bliver spurgt til den skat på finansielle transaktioner, som for øjeblikket diskuteres i hele EU. Men beskeden er tydeligvis ikke sevet ind. Hverken hos støttepartiet Enhedslisten, oppositionspartierne eller hos de øvrige EU-lande. For spørgsmålene til regeringens linje til skatten bliver ved med at dukke op, senest i dag, da Enhedslisten havde trukket økonomi- og indenrigsminister Margrethe Vestager (R) i Folketingssalen til en hasteindkaldt debat om sagen. R holder fast i global skat Hun holder fast i, at det kun giver mening at indføre skatten på globalt plan og ikke kun i EU-landene, da det ellers vil betyde, at aktiehandlen og virksomhederne blot vil fortrække til de lande, der ikke har indført skatten. Men regeringen har intet principielt imod skatten og har som en af de højeste prioriteter i det danske EU-formandskab at indføre en form for regulering af bankverdenen. »Den krise, vi fik i 2008, understreger behovet for at styrke reguleringen af den finansielle sektor - og at ikke bare gøre det på EU-plan, men gøre det globalt«, siger Margrethe Vestager. Støttepartiet forstår ikke regeringen Men den danske holdning er nølende, mener Enhedslistens finansordfører, Frank Aaen. »Man kan da godt stå her og sige, at man ikke er ideologisk imod Tobinskatten, men kun praktisk imod. Men resultatet bliver det samme: Nemlig at der ikke kommer noget ud af det«, siger han. Han betvivler de beregninger fra EU-Kommissionen, som Margrethe Vestager henholder sig til, der viser, at op mod 440.000 mennesker i Europa risikerer at miste deres arbejde, hvis EU indfører en Tobinskat.
