I agree!” The idea of dismissing the charges against Trump is as unusual as it is unlikely. Senate Majority Leader Mitch McConnell signed on to an outlier proposal circulating last week among conservative senators, but he does not have enough support in the Republican-held chamber to actually do it. It would require a rare rules change similar to the approach McConnell used for Supreme Court confirmations. Lindsey Graham said: "Now the ball is in their court to either do that or pay a price”. Trump tweeted right before and after Pelosi's appearance, in both instances using derisive nicknames. He said both she and Schiff should appear in the Senate for testimony. “He must be a Witness, and so should she!” Trump tweeted. The president rebutted Pelosi’s suggestion that no matter what the Senate does, he will always be impeached. Pelosi said the House vote last month means Trump will be “impeached forever” and “for life”. “Why should I have the stigma of Impeachment attached to my name when I did NOTHING wrong?” Trump tweeted, calling the House action a “totally partisan Hoax.’” Voters are divided over impeachment much the way they are split along partisan lines and as the Senate prepares for the landmark trial both parties are trying to set the terms of the debate over high crimes and misdemeanors. Senate Majority Leader Mitch McConnell, R-Ky., is seeking a speedy trial to acquit the president and is reluctant to seek more witnesses. The GOP leader has proposed a process similar to the last presidential impeachment trial of Bill Clinton in 1999 that would start the proceedings and then vote later on hearing new testimony. One leading Republican, Sen. Lindsey Graham of South Carolina, has already predicted that the trial would end ”in a matter of days.'' In a Fox News Channel interview Saturday, Graham dismissed Pelosi's tactics, saying the delay would have no effect on calling new witnesses or the expected outcome — acquittal by the GOP-controlled Senate. “The Senate should not reward this behavior by the House," External link

The impeachment debate in the House and Senate has been marked by sharp partisanship, even more so than the impeachment of President Bill Clinton. In one sign of the bitterness that's lasted throughout the process, the two spokesmen for McConnell and Pelosi sparred on Twitter just before the procession over whether the articles would technically be received by the Senate on Wednesday or Thursday. Earlier in the day, Pelosi appointed a team of seven House Democrats to serve as prosecutors, led by her close ally House Intelligence Chairman Adam Schiff (D-Calif.). In addition to Schiff, Pelosi named House Judiciary Chairman Jerry Nadler (D-N.Y.), Zoe Lofgren (D-Calif.), Hakeem Jeffries (D-N.Y.), Jason Crow (D-Colo.), Val Demings (D-Fla.) and Sylvia Garcia (D-Texas) as managers. Charles Schumer asked: "It will fall to the Senate to end it with seriousness and sobriety,” he said. McConnell was meeting behind closed doors later Tuesday with GOP senators as they negotiate the terms of the trial. Senate Republicans are signaling they would reject the idea of simply voting to dismiss the articles of impeachment against Trump as he has suggested. They are considering whether to allow a vote on such a motion to dismiss and another to subpoena testimony from new witnesses. “I think our members, generally are not interested in the motion to dismiss. They think both sides need to be heard,” Sen. Roy Blunt, R-Mo., who is part of the GOP leadership, said Monday. Trump suggested over the weekend he might prefer simply dismissing the charges rather than giving legitimacy to charges from the House, which he considers a “hoax”. It was an extraordinary suggestion, but one being proposed by Trump allies with support from some GOP senators, including McConnell. But it is clear McConnell does not have the votes needed from his GOP majority to do that. Sen. Susan Collins of Maine is leading an effort among some Republicans, including Mitt Romney of Utah and Lisa Murkowski of Alaska, to ensure the ground rules include the possibility of calling new witnesses. “My position is that there should be a vote on whether or not witnesses should be called,” Collins said. Romney said he wants to hear from John Bolton, the former national security adviser at the White House, who others have said raised alarms about the alternative foreign policy toward Ukraine being run by Trump's personal lawyer Rudy Giuliani. “I expect that barring some kind of surprise, I'll be voting in favor of hearing from witnesses after those opening arguments,” Romney told reporters Monday. Democrats have been pushing Republicans, who have a slim Senate majority, to consider new testimony, arguing that fresh information has emerged during Pelosi's monthlong delay in transmitting the charges. “We want the truth,” Senate Minority Leader Chuck Schumer said Tuesday as the chamber opened. He said that in other presidential impeachment trials the Senate called witnesses. “Do Senate Republicans want to break the lengthy historical precedent?" External link

Back then, all 100 senators agreed to start Clinton's trial without an agreement to bring witnesses or testimony, as the Democrats have demanded in Trump's proceedings. The Democratic-run House is set to vote Wednesday to transmit the articles of impeachment to the Senate. Trump faces two charges approved by the House. First, that he abused power by pushing Ukraine to investigate his Democratic political rival Joe Biden, holding back U.S. military funds as leverage. And second, that he then obstructed Congress by blocking witnesses and testimony in the House probe. The challenge for McConnell will be to balance Trump’s appetite for full vindication, accompanied by humiliation of Democrats, with a more measured trial that fits the legal expectations of the Constitution and won’t expose Senate Republicans to a spectacle that could hurt them in elections. “The president and Senator McConnell have learned to trust each other’s judgment,” External link

Mitch McConnell said: "impartial justice.'' Trump was impeached by the Democratic-led House last month on charges of abuse of power over pushing Ukraine to investigate Democratic rival Joe Biden as he withheld aid from the country, and obstructing Congress' ensuing probe. Senate Majority Leader Mitch McConnell said Tuesday the chief justice would open the trial this week, but that the significant proceedings would launch next Tuesday after the holiday break. He said all 53 GOP senators are on board with his plan to start the session and consider the issue of witnesses later. McConnell met behind closed doors Tuesday with GOP senators as they negotiate the terms of the trial. Senate Republicans signaled they would reject the idea of simply voting to dismiss the articles of impeachment against Trump, as the president has suggested. McConnell said he does note have the votes to do that. “There is little or no sentiment in the Republican conference for a motion to dismiss," External link

We saw him someplace else,' are relevant," "A witness who says, 'He committed forgery on some other document,' is not relevant to the bank robbery charge. That's the distinction" External link
